As stipulated in article 2 j) of the Legal Regime on Urban Development and Construction (RJUE), Decree-Law no. 555/99 of 16 December, pursuant to the latest amendment by Decree-Law no. 214-G/2015, of 2 October, urban development operations are regarded as all construction operations, utilization of buildings, urban development and land utilization.
